He was born in 1937 in Uşak. He worked with Halil Dikmen in the gallery and he worked with Bedri Rahmi Eyüboğlu in the studio at the Painting Department of the Istanbul State Academy of Fine Arts. He completed his academy education in 1959. In the same year, he founded the "Abstractist 7s Group" with his friends. He became an assistant to the Academy in 1962. He worked in the studios of Bedri Rahmi Eyüboğlu, Cemal Tollu and Cevat Dereli. In 1963, he founded the "Blue Group" with Altan Gürman, Adnan Çoker, Sarkis and Tülay Tura. He continued his art studies in Paris and London, which he started in Madrid and Barcelona, where he won an art scholarship given by the Spanish Government. He served as the president of the Contemporary Painters Association of Turkey and the Visual Artists Association. Between 1979-1982, he worked as the Director of the Istanbul Painting and Sculpture Museum. In 1981, he became a professor at the Istanbul State Academy of Fine Arts. He was appointed as the head of the Painting Department of Mimar Sinan University Fine Arts Faculty in 1985, the head of Yıldız University Fine Arts Department in 1988, and the vice dean of Mimar Sinan University Fine Arts Faculty in 1990. He has opened more than eighty solo exhibitions since 1956. He acted as the curator of many exhibitions promoting Turkish art in Alexandria, Belgrade, Sofia and Kuwait, both at home and abroad. The artist, whose personal museum was opened under the name "Devrim Erbil Contemporary Art Museum" by Balıkesir Municipality in 2004, became the dean of Doğuş University Art and Design Faculty. His works are in Istanbul-Ankara-İzmir Painting and Sculpture Museums, Ankara National Library Collection, İzmir Selçuk Yaşar Museum, Eskişehir Anadolu University Contemporary Arts Museum, Bucharest Museum of Modern Arts, Minnesota Ben and Abby, Gray Foundation Collection, Museum of Fine Arts in Alexandria, Banja Luka in Yugoslavia, Umjetnicka Garerija, in public institutions and private collections. Devrim Erbil worked on printmaking at Süleyman Saim Tekcan’s studio in Kuyubaşı Aralık Street in 1974. He produced printmaking at Tekcan's studio in Söğütlüçeşme in 1977 and at the IMOGA Etching Studio in 2010, 2011 and 2014.
